Marcus Weaver is the Founder and Executive Director of Lower the Barrier Colorado. Since 2019, he has helped build practical workforce pathways combining industry-recognized certifications, job preparation, employer relationships, systemic advocacy, and second chances. His leadership is grounded in lived experience, accountability, community service, and the belief that people deserve a real path back to work.

Nadine M. Kerstetter, M.Ed., serves as LTBCO’s Workforce Intensive Lead. She brings nearly 20 years of workforce-development and vocational experience. Nadine helps participants identify barriers, strengthen their resumes and interviewing skills, build realistic employment plans, apply for jobs, and receive continued support.
